THE government fast-tracked the closure of the Kingdom's sole licensed bookmaker Wednesday after telling Cambo Six it would receive no compensation following its decision, while some customers did not receive their winnings.Minister of Finance Keat Chhon said he signed a termination agreement with the company Wednesday, adding that the government would be free of criticism because it had agreed to cancel a licence, not a contract. Keat Chhon said the process would take a week. But on Wednesday, Cambo Six said the police had already forced closure of all branches of the bookmaker, meaning all bets were off. Its branches in Phnom Penh, Battambang, Sihanoukville and Siem Reap remained open in some cases to pay winnings to previous customers. Other punters went unpaid, it said. "Due to forced closure by the authorities, we are unable to proceed [with] payout in all outlets," Cambo Six head office manager, Nancy Chau, told the Post.The bookmaker added that this week's series of events would spell ruin."It will cause us tremendous damages - financially and reputation-wise," Chau said. "We know the intention of the prime minister not to renew our licence."On Tuesday Prime Minister Hun Sen abruptly announced that the gambling entity would be forced to cease operations, claiming Cambo Six had been responsible for moral decline in the Kingdom since it began operations in early 2002. Cambo Six held an operating licence that was due to expire on January 31, 2011, prior to Wednesday's termination by the government. It currently employs 3,000 people.&lt;br /&gt;It will cause us tremendous damages - financially and reputation-wise.&lt;br /&gt;One employee, who preferred to remain anonymous, said that after hearing the news he would begin to look for another job, adding that some employees would find it difficult to find work due to a lack of skills. The gaming industry as a whole has experienced a downturn since the financial crisis, casino owners said, that has resulted in working hours being cut.The employee added he was "very happy to see the government's enforcement because I don't really support gambling, though I work here".Investment headacheDespite the premier's insistence on Tuesday when announcing the closure that the government would abide by national law so as not to "destroy" Cambodia's investment climate, Cambo Six said that complications surround the closure due to foreign investment in the company - officially, Hong Kong-based Golden Resort Group Ltd owns a 49-percent stake in Cambo Six following an investment agreement signed in June 2007."Our main concern is that investors - local and international - believe and understand a public tender is official until the agreement expires," said Chau. Foreign investorIt was not immediately clear how the foreign stakeholder, Golden Resorts Group, would move forward in light of the prime minister's decision.In announcing the acquisition of its stake in Cambo Six in July 2007, Golden Resorts Group - which has also invested in gaming in Macau - said it had originally been confident of the venture's success. PRIME Minister Hun Sen on Monday reaffirmed his intent to have a law passed to regulate the country's nearly 2,000 domestic and international nongovernmental organisations. "Some civil society groups perform illegal activities, but how can we control them if we do not have a law," Hun Sen said during an economic conference in Siem Reap attended by government officials, diplomats and private-sector representatives. The Interior Ministry drafted the Local Associations and Non-Government Organisations Law in 2006, and it is expected to be passed soon. Hun Sen said the sources of NGO funds, in particular, needed to be tracked by the government. He referred to a Saudi-funded Islamic group that began operating as an NGO in Cambodia in 2003;  a year later, its director was accused of involvement in a planned bomb plot on the embassies of the United States and Britain in Phnom Penh. While the Cambodian government has opened its arms to the development community, NGOs, in turn, have refused to disclose their operations, Hun Sen contende.  "They want us [the government] to have transparency, but the NGOs themselves have no transparency," he said.  Opposition lawmakers and local rights groups have criticised the government's proposed introduction of tighter regulation for NGOs, saying the restrictions go beyond what is needed for accountability in the NGO sector. Theary Seng, executive director of the Centre for Social Development, said the law could hinder the independence and vigour of development groups in Cambodia. Ou Virak, director of the Cambodian Centre for Human Rights, said the government was misguided in focusing on a law to monitor NGOs when other major legislation, such as the anti-corruption draft law, has remained idle in the halls of government for years. He said uncertainty surrounding the particular contours of the draft law, which the government has not disclosed, has many NGOs concerned their work may be curtailed by the government. In fact, the research shows that many middleclass Cambodians are using Valentine's Day not to celebrate their love but as a catalyst for sex.The new study, titled "Young People Talking About Valentine's Day in Phnom Penh, 2008", was part of a body of work conducted by independent researcher Tong Soprach.Tong Soprach, who has a master's degree in public health from the University of Cambodia, conducted in-depth interviews with young Cambodians between the ages of 15 and 24 in an attempt to find out whether they get involved in sexual relationships on Valentine's Day.The research took the form of a qualitative study with 16 extended interviews and a quantitative study of 458 people conducted over the two weeks prior to Valentine's Day in 2008.The study questioned youths on two occasions either side of Valentine's Day and found that 61.2 percent of respondents considered Valentine's Day special, but that most knew little about the origins of the day itself. Most youths recognised the day as foreign, with several respondents renaming the occasion "loving day".&lt;br /&gt;Young cambodians ... are experiencing a greater level of urban wealth and sexual freedom.&lt;br /&gt;Almost all Khmer youths were planning to take their sweethearts out on Valentine's Day (99.5 percent), the study found, and 76.6 percent of respondents in a relationship planned to give their partners gifts - 50 percent of which would be flowers.Both Cambodian males and females saw Valentine's Day as an opportunity to hang out in groups and to socialise in the capital's many parks and restaurants. Not so ‘loving'Disturbingly, however, 66 percent of males planned to have sex with their partners regardless of consent, with 39.5 percent of those males losing their virginity.Also, 26.3 percent of males stated that they would have sex with a sex worker depending on whether they had sex with their partner on Valentine's Day.Tong Soprach attributes the growing popularity of Valentine's Day in Cambodia to the changing sociopolitical dynamic within the country."Young Cambodians are being introduced to notions of individuality and materialism and are experiencing a greater level of urban wealth and sexual freedom," Tong Soprach said.People are now being exposed to sex on a level never seen before. Globalisation and the Americanisation of Cambodian culture is changing youth attitudes towards sex, Tong Soprach added. According to the researcher, one in nine educated Cambodians received jobs in their chosen profession, and because young people are putting more pressure on themselves to succeed, sex is often used as an outlet to relieve stress. Tong Soprach said that some of the worrying aspects of the study are that most individuals receive no sexual advice from their parents, adding that parents need to educate their children about the implications of unsafe sex.Tong Soprach has spent 10 years in the field of social development and public health and has recently directed his focus towards sexual and reproductive health among Cambodian youth. The  struggle of dozens of families who still clung onto their houses in Dey Krohom,  in the central Tonle Bassac district of Phnom Penh, is one of the longest in the  distressing two decade-old history of land issues in Cambodia. From one  ultimatum to the next, the looming final offensive was expected to be carried  out sooner or later. It happened in the early hours of the morning, on Saturday  January 24th. Nobody imagined the eviction would be so well-organised but what  is more, so violent. The concept of task  division was rigorously applied in this eviction operation. Split into several  groups and told apart by the colour of their tee-shirt (red, blue, yellow-green,  black and white), they cleared the site away with method. When the go-ahead was  given at 6am, some erected in record time a barricade around the site which had  been cordoned off prior to the offensive, while others were allocated the task  of entirely demolishing specific areas of the village. Some three hours later,  the zone was entirely devastated, not a single thing was left to stand, not even  trees, razed to the ground in the process.&lt;br /&gt;&lt;br /&gt;Cracking down on every  dwelling, house by house, like locusts swarming on crops, dozens of workers  relentlessly applied themselves to knocking everything down with sledge-hammers  and axes, leaving nothing behind. The first action they set out to do was to  wreck the houses of those who still formed pockets of resistance. There,  mechanical diggers and bulldozers did the job without leaving any time for  residents to save their belongings. Even motorcycles parked inside homes were  crushed by machines. Not an ounce of pity. Houses crumbled down at once in a  crashing din of smashed objects, dishes, materials. A young woman, in an  ultimate attempt to save a few things, fell at the same time as her house,  ravaged by a bulldozer. She came out of the rubble alive, but with several  injuries.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;strong&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span"  style="font-family:'courier new';"&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-family:georgia;"&gt;&lt;span class="Apple-style-span"  style="font-family:'times new roman';"&gt;&lt;span class="Apple-style-span"  style="font-family:'trebuchet ms';"&gt;Use of tear gas&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span"  style="font-family:'courier new';"&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-family:georgia;"&gt;&lt;span class="Apple-style-span"  style="font-family:'times new roman';"&gt;&lt;span class="Apple-style-span"  style="font-family:'trebuchet ms';"&gt;&lt;br /&gt;Determined not to  tolerate any protest from residents, the one-off removers, covered by a large  scale police cordon, tear-gassed the area and its inhabitants. As for those who  still refused to leave their home, workers attacked with powder fire  extinguishers, filling houses and drowning their occupiers with white chemical  solution to force them out. There again, fire extinguishers were used to tackle  any fires started by inhabitants.&lt;br /&gt;&lt;br /&gt;An old woman was sat outside on a  raised board bed, lamenting the situation. “They shot teargas at us. It was  impossible to breathe and it made us cry. They did this to flush us out! I don't  know where I am going to live with my grand-children. She was forced out by the day-workers hired  for the occasion and taken away. Every single eviction gave way to violent  altercations, and even direct confrontations between dwellers and workers. The  latter showed excessive rage, anger and astonishing zeal in the way they  proceeded. Every group was steered by a leader virulently exhorting workers not  to slow down or let themselves be moved by the situation. They  were interrupted in their hammering and axing task by their leader calling them  to keep going with the destruction. Behind them, police officials wearing  uniforms also encouraged them: “Go! Destroy! We can't do it ourselves, there are  too many foreign journalists and photographers!”&lt;br /&gt;&lt;br /&gt;When the operations  ended, injured people reportedly included four residents – among whom two  suffered serious injuries – and ten workers. The police proceeded to several  arrests. As she watched her house being wrecked and despite her imploring for  some more time to move all her belongings, a mother collapsed and was taken to  hospital. “We used to run a small grocery shop, we had many things to take out  of there. They just wouldn't listen. I even tried to make the district chief  change his mind, but he retorted: 'We allowed you several days to move out, so  why didn't you?' We lost half of our personal property...” her husband said,  appalled by the situation.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;strong&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span"  style="font-family:'courier new';"&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-family:georgia;"&gt;&lt;span class="Apple-style-span"  style="font-family:'times new roman';"&gt;&lt;span class="Apple-style-span"  style="font-family:'trebuchet ms';"&gt;Inhabitants left in  shock&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span"  style="font-family:'courier new';"&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-family:georgia;"&gt;&lt;span class="Apple-style-span"  style="font-family:'times new roman';"&gt;&lt;span class="Apple-style-span"  style="font-family:'trebuchet ms';"&gt;&lt;br /&gt;Slightly further away, a resident, wearing his police uniform,  eyes sore from crying and speaking in a choked voice, refused to helplessly  witness the demolition of his home. “You're alone against them, you can't do  anything! Stay calm!”, his friends told him. He arrived there in 1993 and  remembers, like others, promises made by prime Minister Hun Sen back then, that  the inhabitants of that neighbourhood could one day become the true owners of  their piece of land...&lt;br /&gt;&lt;br /&gt;A neighbour, whose house was faced with the same  fate, could not stop expressing her astonishment in front of the violence  deployed. A dweller at Dey Krohom since 1987, she did not show any more interest  than other families - those officially recognised by the company 7NG - in the  latter's offer of resettlement in the Chom Chao area on the outskirts of Phnom  Penh, or in the USD20,000 cash compensation per family (last offer made by 7NG),  which was thought to be insufficient. “They show more brutality and meanness  than during Pol Pot's regime! But today, Cambodia is part of the ASEAN and has  its place on the international scene, they cannot act like this! The government  robs inhabitants to serve the company's own interest!” A young teacher, standing  beside her, adds: “They see the poor as slaves. They decide on our life and  death!”&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;strong&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span"  style="font-family:'courier new';"&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-family:georgia;"&gt;&lt;span class="Apple-style-span"  style="font-family:'times new roman';"&gt;&lt;span class="Apple-style-span"  style="font-family:'trebuchet ms';"&gt;Journalists and observers mistreated&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;&lt;span class="Apple-style-span"  style="font-family:'courier new';"&gt;&lt;span class="Apple-style-span"  style="font-family:'lucida grande';"&gt;&lt;span class="Apple-style-span"  style="font-family:georgia;"&gt;&lt;span class="Apple-style-span"  style="font-family:'times new roman';"&gt;&lt;span class="Apple-style-span"  style="font-family:'trebuchet ms';"&gt;&lt;br /&gt;No one  was allowed to enter the zone, and those who tried hard to make their way  through were severely reprimanded, shoved away in a more or less brutal manner.  The general trend was to keep observers away. Fire hoses deliberately targeted  photographers.&lt;br /&gt;&lt;br /&gt;“This is not good for you, Barangs [expatriates], to stay  here, it's dangerous!”, the lawyer for the 7NG company insistingly advised. A  Barang replied to him, not without irony: “But there are policemen here, and  they are here to take care of security, aren't they?”. Another purpose is to build rapport between HIV person and HIV person, and they can help each other when they have problems. Paticipation of Monk is very important and effective for this activity according to Cambodian culture.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Trebuchet MS;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:Trebuchet MS;font-size:85%;"&gt;In coorperation with Salvation Centre Cambodia (SCC), Most of activity that IDA's staffs conducted with PLHIV, Monk always join in this activity.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;Indradevi Associaition-IDA’s staffs are working with PLHIV’s families every single day (from Monday to Friday) in purpose to care and support their health. Most of PLHIV’s families are poor and live in the slum area. Then they have many members to take care, so they need more money to pay for their living cost. Fortunately, Most of PLHIV’s families is committed to send their children to school and they try to support their children to study as high level as they can. In IDA strategies, we design activities to response to their needs and their health. INDRADEVI Association was registered under the ministry of interior in Cambodia on 5th December 1994. IDA is a member of HIV/AIDS Co-ordination Committee (HACC), Home Care Network Group (HCNG)/ MHD/PNP and PLHA Network/ Kandal province, Community Development Sector’s member, Action Committee of Human Rights which comprises of NGOs working as an amnesty group, Advocacy Team/ STAR KAMPUCHEA, Program Commissioner of Cambodia Guide Girl Association.
